I have talked it over with my Japanese friends and it is probably treated as scooter.But then, if engine displacement is over 50cc - does driver need a motorbike driving license?Anyone can shed some light?Anyway, for keijidosha (軽自動車) below 660cc, the rules for admitting vehicle to road seem not to be very harsh in Japan.
